NHM - National Health Mission

Scheme Information- ✅

started on 12 April 2005.

Headed by Director 

Monitor by - National level monitors appointed by GOI.

NHM was started in 2005 Name as (NRHM) by PM Manmohan Singh to fulfill health inequality in 8 states. initially, it was NRHM later Named NHM 

NHM Constitute NRHM & NUHM.

NRHM- National Rural Health Mission

NUHM- National Urabn Health Mission

Why It's Needed-🕕

NHM  was basically a flagship mission & fund based mission ( purely depending on funds) started for those states who have poor health performance and are unable to deliver better health care services. 

At that time states are divided into 2 groups -

EAG / NON-EAG.

EAG = Empowered Action Group - the state Determining the Nation's Growth.

EAG has -  8 member 

Rajasthan, Uttar Pradesh, Uttrakhand, Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, and Orissa. 

having Lag in demographic transition & high infant mortality rate.

NHM was basically to focus on the EAG group state and improve their healthcare facility.

Focus vs Non-Focus State under NHM  ( for Fund Allocation )

18 States are FOCUS states - named as UP, MP, Orissa, Rajasthan, 7 northeast states, Himachal & Jammu Kashmir, Bihar, Jharkhand, Chhattisgarh, Uttranchal. Rest states are nonfocus 

Non-Focus States - Haryana, Punjab, Karnataka, Telangana, West Bengal, Maharastra. 

NHM Share🔢 - 

NHM sharing pattern is normally  60-40 % ( 60 centers + 40 states)for most states and UTs.

For other states  90-10 (center +10 state )  JK, HP, NE State.

For UT without Legislature, the scheme is 100 %. 

NHM is working in pan India successfully.

NHM Service Bye-Laws 2018 -

This is a set of rules, set by Govt. This rule lay down just prior to regularization, which means a step toward regularization but there is no direct Provision for regularization under NHM. Service bye-laws are applicable only after 5 Years of satisfactory job. 

Benefits for each employee -

•  Entry Level Pay, Basic Pay, DA ( Dearness Allowance ), TA ( Travel Allowances ) Renumenartaion, Emolument, Health Allowance, Gratuity, EPF. 
• Gratuatiy and EPF both are diffrent

Each and Every Post under NHM is Contractual. 

All these benefits are not applicable after joining. 

This benefit is accordingly, as per employees' spent time in service.

If it is a regular post then TA, DA, and most of the other benefits started after joining & with the passage of time they promote and pay grade change.

But all this Lacks in NHM. You also have to sign a Bond during joining, for a specific time before that you can't leave that job until mission lay off  you . If you leave or resign without completing tenure of bond  then you have to pay penalty in Rs as decided by NHM. 

Job service

•  varies from zero to 5 year
• 5 to 10 year
• more than 10 year 

The State Govt promised to NHM employ for regularization in Election Season. it's just a pretense.

It's under the court's jurisdiction and a disputed matter for the state govt to regularise NHM employment.

Various cases are pending in Court regarding NHM contractual employ Vs Govt.

• under NHM there are various jobs from 
• Medical Officer ( Ayush & Allopathic ) ⇆
•  Specialist (Consultatnt )
•  Super specialist, 
• CHO ( Community health officer )
• Staff Nurses 
• District program coordinator 
• District Consultant public health 
• Pharmacist 
• Laboratory technician Etc. 

Post & their name may change, this is subject under NHM. & Number of Posts and job profiles may change Accordingly
